CWR6 toolbar modification

Posted to both development and tools forum, sorry if you get two copies

I just installed CW6 and I can not seem to find the toolbar elements window
to modify my toolbars. Am I missing something or does it not work in CW6

I check the online documentation (no toolbar elements item in
window->toolbar subment) and searched the archives
