new IIIX modem baud rate problem

On the new palm modems for IIIX the baud rate cannot be changed.  You think
you're changing it, but in tests I have found you are not.  This is the case
through coding OR through the network panel.  The old modems DO work.
Has anyone encountered this problem and/or have any advice?
