I think you'll find there's a 'Notifier' DLL registered with the Hotsync
manager software (at least under Microsoft Windows). Have a look at the
Conduit Development Kit (CDK) that you can download from www.palmos.com. The
documentation describes how to create and register conduit and notifier DLLs
with the Hotsync manager framework.
Hotsync will run registered 'notifier' dlls before performing the actual
Hotsync. The intention being that desktop applications shouldn't try to
access/update Palm databases on the PC while Hotsync in running (as it may
be working with those database files).
Hope that helps,

Subject: Detecting if Hot-sync is running on desktop
I notice that when hot-sync is running, if I then try to run the "Palm
Desktop" program, I'll get an error message saying hot sync is
running. I think this is a very nice feature and I'm just wondering
how do desktop applications detect if hot-sync is currently running.
Does anyone know?
