I can't speak for David, or for Palm, but at
http://oasis.palm.com/dev/kb/faq/1102.cfm the KB says the tver ID can be
either 1 or 1000, with no preference indicated other than by the fact that
AbtShowAbout can't find your tver if it is 1000. It seems likely that the
original intent was to use 1 but Constructor uses 1000 for the first
resource of each type so now we are stuck with both. The Launcher uses
whichever one it finds.

The Launcher appears to ignore any tvers with an ID other than 1 or 1000, at
least in my tests on palmos35-dr4-en-color.rom.
