This was a bug in the 3.1 Stationery/Constructor 1.2b4. Like Richard
said, set the header file name in Constructor to StarterRsc.h. Or you can
leave the Constructor header file and change the #include in your source
file to include Starter_res.h. Updating to the 3.5 SDK will fix it too
(the 1.2b4 Constructor created the default header file as {project
name}_res.h, and this default was changed to {project name}Rsc.h with the
1.5b5 Constuctor).
