You could provide an exit button that does something else (A help dialog regarding using the Home icon perhaps?) I seem to recall an early Macintosh application that would just move the "Quit" button to some other corner of the dialog whenever it was clicked (an app with a 19840401 creation date perhaps?) Whould this satisfy your PHB?
