The simplest thing to do would be to create a bitmap that looks the way
you want, then for any of the "active" sections, overlay a button,
trigger, or gadget.

This is a common approach to perform such a task, though it might look a
little funny on a color device, because it will reverse the colors of
whatever bitmap is there.
