Doesn't sound like you have a good scanner-based user interface design.

For scanning you should follow these rules:
1) Have only one scannable field on a form
2) Have the user activate the scanner by pressing on one of the
        four hard keys
( This is only necessary for Springboard-based laser scanners
as the Symbol 1500 and 1700 units have scan buttons.)
3) If you don't acquire a barcode within a short period (a few secs)
just let the scanner time out. The user can restart it by pressing
        the designated scan button.
4) Presume the user will only look at the screen when the scanner
doesn't activate when they press the designated scan button(s).

If you want to see how this interface design works, go to our web
site, then load down and run through the eCommerce demo for our
Marietta PDE (tm) software.
