PrefGetPreference fails only on OS3.3 debug ROMs?

I have the following statement in my AppStart:

showPrivate =
(privateRecordViewEnum)PrefGetPreference(prefShowPrivateRecords);

However, when I run the program on OS3.3 debug ROMs, I get a message stating
that "System Preference not found". This does not occur on OS3.0, 3.1, 3.5
and 4.0 debug ROMs. Should I just ignore the warning?
