Well, a quick trip over EuroCool yielded this:

It lets you include images in your faxes. It's not a PQA though, so
you couldn't use your Palm.net service with it, you'd have to use
serial or IR.

Then there's these guys:
http://www.rovenet.com/pfaxmanual.htm
It IS a PQA and has a similar fee-per-fax arrangement like JFax.
No indication as to whether or not it accepts images.

If none of these do the trick, you'd probably need to set up your
own custom server, which shouldn't be all that much trouble.
The essential parts would be:
-PQA
-Server to get data from PQA, convert to GIII fax format.
-Fax server software to send fax from.

Under Linux I'd use something like HylaFax, converting
the images from Palm format to GIII fax using PBMTools first before
spooling it for HylaFax to send. Fling your image at the server via
PQA and there you go.

I'm sure similar solutions exist under Windows but don't know how much
they'd cost.
