I use 'Par' to create my pdb's. It's originally targetted for Unix, 
but I use it under Win98. It's open source, and apparently includes 
libraries for manipulating PDB's, which I didn't find all that useful.

To add data to my pdb I use a Perl library, under ActivePerl 
running on Win98. I found the pdb library here.
