Which version of CW are you using? Which version of the emulator? Now please forgive the "stupid" questions, but ...
Is the emulator actually running when you try this? (My information and assumptions here are based on CWr6) In the IDE preferences, under "Debugger" there is a "Palm Connection Settings" panel. Target may be "Palm OS Device" or "Palm OS Emulator". Make sure that it is set to "Emulator". Next, there is the "Emulator:" field itself. This should contain the path to the emulator.exe. If it does not, hit the "Choose" button and browse to where it is. Finally, putting a check in the "Always Launch Emulator" checkbox is a good idea. The emulator will be started every time you start the CW GUI. In "Project Settings" down near the bottom of the menu is an item that reads either "Enable Debugger" or "Disable Debugger". If it reads "Disable", you're ok. If it reads "Enable", the select it to enable debugging for your project. If all this fails to make a dent in your problem, do you have a ROM file for the emulator to work with? Sign up for the developers program at www.palmos.com. Fill out the nondisclosure agreements and pray that the paperwork takes less than a couple of months.... Or you can try to suck the ROM off of an existing device.
