Let me see if I understand it correctly.

There is a function: OemSetSystemLocale that accepts LocalType which is
effectively language and country - both 16bit integers. What happens if I
use OemSetSystemLocale with language French and country Canada: is is smart
enough to figure out extension frCA, or I have to modify and LM resource to
add this relation ? In case of a negative answer, I was not really far from
the truth: there is no DOCUMENTED way to add a locale.

What you also suggest (as far as I understand it) that it is possible to
modify an LM resource to tell that french-Canada corresponds to frFR - in
this case you don't need adding frCA data bases, but probably this is not
what Ted was after.
