No, there is no Unicode support in current versions of Palm OS. Devices tend to have just one locale on them, so handling both Chinese and Japanese on the same device may be difficult. There are third-party Chinese locale managers that may work on Japanese devices, but I've never dealt with this, so I'm not sure. http://www.palmsource.com/about/events/expo/2002/postdev.html has slides from this year's PalmSource 2002 conference.
