There is a Japanese version of the OS.

For Chinese, Korean, etc., you typically have to install an application to give you 
this support.  Such applications usually use hacks or system trap patches to catch 
various text entry and display functions and interpret them as a particular language 
and draw the correct glyphs.

Search for CJKOS (Chinese, Japanese, Korean OS).  There are others too.
