Good time of a day!

My problem concerns encoding as it could be seen from the title of this post. I've 
come 
across it when I tried to open my MyApp.prc file with a Constructor. When this trial 
was 
performed I was given a message which informed me that Constructor faced encoding 
problems in Talt (Alerts) resources. Then I've created an overlay of this .prc using 
PRC2OVL.exe tool and excluded all Alerts (using an "-e" parameter). This overlay which 
contains no Alerts could be opened with a Constructor easily. So my questions is: Why 
this encoding problem does occur only in Alerts but does not in other resources 
(Forms, 
Labels, etc.). Surely, I need these Alerts in my project and I'd like to know how to 
fight this problem. I realize that Russian characters do not belong to EFIGS "family", 
so I should expect encoding problems, but the fact that Constructor doesn't 
"understand" 
these characters only in Alerts is absolute mystery to me. 

How should I avoid this "misunderstanding"? Should I create an additional header file 
which contains properly defined Russian characters (I've read 'bout it in a 
description 
of Overlay Manager)?
