Turn on the mobile phone on Tungsten-W

Anyone has sample code on how to turn on the phone on the Tungsten-W ?
When I call TelPowSetPhonePower(...) the phone does turn on, but then a 
message will pop telling me that the SIM card is not inserted... but the 
phone is up and running (I can receive SMS messages).  What is it I'm 
not doing properly?
