If a stack setting resource is going to have any effect, it's because it's sitting alongside some executable code in a resource database that happens to be an application. That executable code came from somewhere. Most likely it came from Code Warrior, in which case it is apparently Constructor's job to put that stack size resource there, or it came from prc-tools, in which case it is build-prc's job.
I'd add that if you're using CW for Palm OS V9.2 with the Palm OS 68K linker, you can set this value in the Palm OS 68K Target panel. That will tell the linker to output the 'pref' 0 resource with this value. The V9.0 and 9.1 tools had a bug where this resource was output with the wrong ID so it had no effect.
