Yes, you can submit bug reports to PalmSource - but this company is not responsible, AFAIK, to the Tungsten T5 stuff such as NVFS.
Actually, the NVFS work was done jointly between palmOne and PalmSource.
Bug reports posted on the palmOne developer forums at pluggedin.palmone.com are read by developers there, but they may not always respond to the reports.
