Resource to XRD

[Per Trelje]

A while ago (read "long ago") someone sought a tool for converting files 
from PilRC resource format to PODS Xrd format. I don't know if another 
solution to this problem exist but here's my go at it.

It converts most elements and does most AT calculations avaliable in the 
PilRC standard. It's coded in .Net and requires that runtime.

Hope someone has some use for this tool.
