All the documentation for PalmOS is on that page. It has everything you could ever want to know about the APIs.
Since the original author probably means the API for the JpegLib from Yves Piguet, the Palm Docs will probably not help very much ;)
Anyway, usually the .h and the sample app is enough, even if you are quite a newbie. I am a newbie and I made it working - that should prove my words ;)
I would suggest the ARM port from Stefan Stolz if you want a high speed solution for ARM devices.
