Codewarrior 2 targets broken, can't create new

2 of my 4 targets have broken - they refuse to recognise a large section  
of the defines in my Rsc.h file
2 work fine

Here's the wierd bit
if I delete a bad target and create a new target (cloning it from a good  
target) then the new target won't work either.

What is going on??
