PilRC and PilRC Designer are two different program. PilRC is a resource compiler and PilRC Designer is a resource editor. Ok now for your problem: I dont use PilRC Designer but by looking at it I can see that the property inspector is on the left side of the screen. Is it possible that you resized your design window completly to the left and hidden the property window? Place your mouse on the left side of the design windows, your mouse cursor should change to the splitter icon.
