Given your willingness to make an investment in software, and the availability of sample versions for many of these IDE's, why not try one or two?
I have taken note of the fact that there are some BASIC oriented products that have counterparts from the same manufacturer costing less than $200 that are designed for development for handheld devices running Microsoft OS. Are you merely interested in development for Palm OS?
