you could try contacting certified developers direct:

  http://www.palmos.com/dev/certification/

most will work on contract; but - it'll probably be the best decision you
could ever make. a fulltime employee may not have the experience
and hiring fulltime could get you nowhere.

i doubt you will find someone fulltime and certified - but, thats because
of the short list of certified developers.  it really depends what your
requirements are of course.
