Treo 700 W

I have an application which the user installs on palm trea 700w, they get a 
warning "This program is from unknown publisher, do you still want to install 
application".  How should I address this issue?  How to install the trusted 
certificate while installing the application?   How would the cab file know 
that the certificate has to go under root?
