On question 1: Windows Mobile (bc a Palm is a tool and a PPC is a toy
... just kidding)
On question 2: Because much more developers are familiar with Windows
and/or DevTools for Windows.
On question 1 again:
In case this is your first larger project for a mobile platform ... drop
the idea. A game is a very complex app and probably not the best thing
to start with.
