One side-effect from the change is (apparently) the headers are
fetched only from the primary server.  I designated my ISP's
server as primary and my pay server as backup.  So far, so good.

But, my ISP only has three days' retention in binaries groups,
so I never get to see the headers from my pay server with two
months' retention.
