Paypal has never charged me more than 0.12 for an international transaction. If you are going bank to bank. Now, credit cards through PayPal may be another matter... but they would not be able to be so strong in the low dollar market like they are if they charged so much in fees. Most PayPal transactions on the net are around $5 and people use PayPal as an alternative to credit cards for the fee issues.
I sell and buy using PayPal and never have ad a large service charge nor a negative transaction experience. I have made hundreds of transactions through PayPal - and my wife simply would not let me do so if there was a service charge to speak of.
