There's the first hint: LibXSLT.xs.dll - note the unusual middle .xs.
Looking at LibXSLT.pm (line ~26):
# avoid possible shared library name conflict on Win32
# not using this trick on 5.10.0 (suffering from DynaLoader bug)
local $DynaLoader::dl_dlext = "xs.$DynaLoader::dl_dlext" if (($^O eq
'MSWin32') && ($] ne '5.010000'));
This "trick" probably fools PAR::Packer's own "trick" to intercept DynaLoader
when loading DLLs.
Anyway, can you post a minimal example that shows the problem?

You use pp on cygwin the same way you use it on other platforms :)
But I recently fixed a cygwin specific problem, you might want to try
revision 1234 from
http://svn.openfoundry.org/par/PAR-Packer/trunk
(don't use HEAD it contains some still experimental stuff).

Google Groups (it's called "perl.par" there).
