"id" is never preserved no matter what you do with keep_proxies. keep_proxies is only a means to access the newly created using the same old ids from the state loader.

that mean keep_proxies is not working ?

have been used by some other object/proxy. You can make the state
loader not clear the proxies it created while loading the state (call
vtkSMStateLoader::LoadState() with keep_proxies=1) then you can use
