You can build it manually and tell ParaView where it is by

VISIT_BUILD_READER_CGNS:BOOL=ON
CGNS_INCLUDE_DIR
CGNS_LIBRARY

The same for Silo which is another new VisIt reader.

VISIT_BUILD_SILO:BOOL=ON
SILO_INCLUDE_DIR
SILO_LIBRARY
