I had changed my default background color to white. Removing the configuration files didn't help, but it did point me in the right direction. After deleting the configuration files, I changed the background color to white. I then changed the axis label color to black using Edit->View Settings->Annotation. Reopening the program gave the erroneous result - the axis label color was cyan. Changing the axis label color through Paraview->Preferences->Colors->Text Color, worked. Axis label color was black even when program was restarted. Axis label color does not respect Edit->View Settings->Annotation but *does* respect Paraview->Preferences->Colors->Text Color. Perhaps one settings is overwriting the other in the Paraview*.ini file. Try to remove your ParaView configuration files. The location of these state files can be found on the PV Wiki.
