Alright, here's the final diagnosis :):

It's works as Seb was saying. What I was missing that I had not
selected the Slices "representation". Once Slices representation is
chosen, the "Show outline in 3D view" option starts working. This is
indeed the way the view behaves in 3.98.1 as well.
