Fix the way we pretend to set buffers on StringHandle. A few other small
fixes. t/pmc/stringhandle.t now passes.

Start peppering a few assertions through the buffering code to start trying
to track down a memory corruption error I'm seeing in rare circumstances.
Untested (might not even compile in this state)
