[GH #891] Implement genfiles replace_slashes for Makefiles
to fix win32 issues with cmd /c interaction. This enables now
ssh to a cygwin box and do cmd /c "call perlinit & perl Configure.pl & nmake
smoke"
or do windows smokes from a cygwin crontab.
