I'm fine with it. If we're removing ports/cpan, we should also remove the META.yml file, which is only included for CPAN.
Offer the files to Rakudo. They may want to distribute on CPAN someday, and may want to take some of the old process for their build and install. (I imagine Parrot would be installed as part of Rakudo, not separately.)
