I'm not opposed to such a change... I just want to verify that
this is in fact what you and others are proposing in this thread.
Just because Parrot doesn't support other character sets today
doesn't automatically imply that we'll never want to support them.

My proposal is not to remove support for different character sets, but to merge the current charset and encoding interface. I would keep the name "encoding" only for lack of a better word. It actually means "charset/encoding combination". I think it would even be easier to support other charstes after my proposed changes.
