I don't think this is unfortunate.

If somebody installs parrot manually, his intent is usually to compile a
language with it, so installing development files is good idea.

Typically the only ones who need to install the runtime files only are
the package maintainers for various distributions, and they can be
bothered to read the documentation on how to do a binary-only install.
