Well, you could allow *maintainers* to authorise CI users somewhere in the frontend, rather than requiring admins. But yes, I get your point.
Personally, I think we can keep things as they are now and look towards 2.1 _if_ this is requested by real world Patchwork maintainers. Until then, as before, YAGNI.
