It's been a while since our last release and enough changes have built up on the branch to justify the release. The main changes here are the Python 2.7 removal and the removal of the 'Submission' model. I'd still like to resolve the tagging issue and get Bootstrap 4 integrated, but I just haven't had time to do so :(
This should obviously wait until #379 is resolved too, though that is something we can look to backport to 'stable/2.2' also.
