DML/KMB Indonesia (The Indonesian Pollution Prevetion Roundtable) has sent the propopsal to host 4th APRCP in Indonesia to APRCP Secretariat in Bangkok last Firday (Jan 5). I herewith would like to ask your kind support to give an opportunityy for Indonesia to host the 4th APRCP in 2002, by the considering the following: 1. CP has been introduced in Indonesia since 1993 and hosting 4th APRCP in Indonesai will also serve as an 'acknowledment' of CP developmnet in Indonesia. This will benefit not only the Indonesian stakeholders, but also as an event to expose the role and activities of APRCP to Indonesian stakeholders, which include more than 100 companies (all scale) that has implemented (or in the process of implementing)CP concept. 2. While the event is held in Indonesia, other APRCP members and participants will have an opportunity to learn about CP achievemnts and future prospects of one of the most populous countries that has large market potentials. 3. Indonesia has potentials as one of the new industrial countries, this also encoraged by the decentralization process that alrady started in January 2001. 4. The transfer of centralized governmnet to local government will push local government to seek ways to increase local income by developing various industries/businesses. It is expected that CP focusing on improving eficiency and reducing risk will become one of the alternative ways to develop local industries taht are meeting the international standards. 5. Holding 4th APRCP in Indonesia will encourage and provide opportunities to local government to learn and apply CP in their policies. It is expected that the success of CP implementation and coverage in Indonesia, as one of the most populous country, will be a significant contribution to the success of APRCP in its efforts to enhance capacity building and strengtheing public/private partenrship. 6. The proscess of economic an dpolitical recovery in Indoensia is already starting and this includes recovery of productive sectors, restructuring of relations between cebntral government and provincial/local government, changes in decision-making process on public interset issues, higher public demand for government accountability, a gradually more 'free market' competition, and so on. These changes in Indonesia dove-tails with the global trend for free tarde, both in ASEAN as well as Asia Pacific regions. Global competitiveness will be demanded for Indonesian companies hoping to suvive or even exapnd their business and market. CP development in Indonesia should be supported, because a wider impelemntation and impacts of CP in Asia Pacific region will support the level of leadership of APRCP. 5. A new Indonesia National Action Plan on CP is being designed under the ADB Regional Envirnemnt Technical Assisatnce in 1999/2000. As a guideline for all stakehoders, the Action PLan supports a policy statement that all stakeholders is committed to incorporate CP in their policies and program development and will focus on efforts to create the right condistions to influence company behavior. The National Plan shows the commitment of multistakeholders to advance CP policies and implementation in Indonesia Indonesia has been relatively quiet in CP activities in the last years partly due to the financial crisis in 1997, however even during the crisis DML/KMB Indonesia in collaboartion with the US-AEP were able to introduced and maximize CP concept to SMEs to help them survive the crisis by improving efficiency and encouraging waste utilization. Hosting 4th APRCP in Indonesia will also highlight and recognize SMEs achievements, which will help in encoiraging others to follow-suit.
