the interface is strange and not for a beginning windows user but if you are prepared to learn a few non-standard keystrokes and if you know how to navigate through tree views and work in dialogue boxes, you should be fine.
There are also window-eyes set files for it with the most recent versions of we as well.
The documentation is definitely there, ya just have to know where to find it.
