Most people that I know of don't have much luck with M-Audio / Delta
cards working with software speech. Maybe it's got something to do with the
card's processing the information so much faster than the screen reader is
generating it.
I'm quite confident in saying that most people who have tried this
would recommend that an inexpensive card like a Sound Blaster be used for
software speech while the Delta or whatever else high end audio card be used
for audio applications.
