Hi

You can certainly broadcast with Foobar2000.  I have been able to configure
the Oddcast DSP plugin for Foobar2000 to connect to a shoutcast or an
Ice-cast server.  It's pretty good.

I don't think you can broadcast with it.
But i am not sure.
I haven't found any manual for it so i cannot say for sur.
