In answering this question, two important things should be looked at. 
First, the change in version number is minute, very, very small. You'll 
almost never see any major changes to the actual outward appearances of 
the program, and thus screen reader accessibility, with a change in 
version number so small. Also, the what's new section is a good indicator. 
In this case, none of the changes listed are interface changes, just 
internal fixes. These are two very strong indicators that if the previous 
version was screen-reader accessible, the current version will be as well.
