I didn't understand it at first; but the reason they don't make the 
recordings understandable is the same reason the graphical ccaptchas, 
as they are called, are blurry; a fact I didn't know.

They don't want bots being able to subscribe.

I don't know of any bot that can recognize speech, but there may be 
some, or some may be developed, and the folks at Pay Pal and other 
subscription services don't want to take that chance.

The term captcha, for those who haven't been following the Google 
accessibility verification petition, stands for "completely automatic 
process to tell computers and humans apart."  That pretty much 
explains it, I think.

As I posted earlier, I downloaded the verification file, set Winamp 
on "repeat", and just listened to the thing till I was able to fill 
out the proper letters.  If you mess up you do get additional 
chances.  I don't know if there's a limit but I tried it several 
times before I finally got it right.
