Ok.  I just realized I was confusing the Plugin chainer with the Preset 
manager.  I must have installed the Preset Manager recently, not the plugin 
chainer.  Is the plugin chainer just a part of Sound Forge?

Anyway.  I pressed alt-0 while in the data window and that fixed the problem 
for me for the current session.

You can turn off the plugin chainer by going to the view menu and arrowing 
down to plugin chainer.  If it is checked, pressing enter will uncheck it 
and turn it off.

Sorry for any confusion.
