Hi Brandon.

I can't recommend a converter that will do that but I can recommend a 
program that will allow you to search your music collection based on 
bitrate, automatically create a list and copy that list to another folder so 
that you can then run the conversion using goldwave or whatever converter 
you currently use before copying back and replacing those larger files.

The program is called audigen from red chair software.  It's a bargain at 
under $20 if I remember correctly and the best program I ever bought.
