There are many programs that will do this. First, I am guessing that you 
already have a microphone? Then the programs:
audacity: http://audacity.sourceforge.net
GoldWave http://www.goldwave.com
RecordPad sound recorder http://www.nch.com.au
WavePad http://www.nch.com.au
or windows sound recorder in start menu, then programs, then accessories, 
then entertainment, then sound recorder.
